How much does a developer cost in Ukraine?

Having developers in Ukraine is very popular, and for a good reason – they’re extremely talented and good. When you’ve tried outsourcing in multiple areas (think Southeast Asia, Africa, South America and East Europe), most just tend to be extremely happy with Ukraine.

The best things about developers from Ukraine are their:

  • Very Western mindset and attitude
  • Very advanced skills
  • Very detail-oriented

Because of that, they’ve become one of the most popular places to outsource software development. In addition, the timezones are better for especially European countries (and also US), which makes it even more popular (timezone is GMT+2).

However, because of the popularity of Ukrainian developers, their salaries are also quite high. In this post we will look into how much and what you should expect to pay.

This assumes core salaries. If you use consulting companies, the prices will be different. In addition, if you have the employee at a company that handles local employees, they will take an additional fee for handling office and HR.

But let us get started with the salaries.

For salaries, we have a couple of dimensions that influence the salary. They include:

  • City / area
  • Type of technology
  • Seniority

To show that in a simple manner, we’re going to start going through each technology as a main headline. For each headline we’re going to look into the other dimensions and see how they influence the data.

In the end of the post, we’re going to make a summary and find averages. The main interesting averages are the average salary of junior developer, developer and senior developer. The technology and area also has an influence, but the biggest influencer is the seniority.

The source for all of these graphs and data comes from http://jobs.dou.ua/.  They are a great website with loads of data about Ukrainian developers.

All prices are denominated in US Dollars. It’s normal to pay in USD and not in local current. For European countries this can be a bit annoying because they prefer EUR (Euro), but the default is USD and using something else has to be arranged individually.

Difference between junior developers, developers and senior developers

As always when you deal with people, things are up for a discussion. A 21 year old developer with lots of experience and crazy good skills, might be treated closer to a senior developers, just as a 30 year old developer might have a much lower salary.

However, in general, the seniority plays a very huge part in the salaries of the employees.

Seniority is placed in 3 categories in Ukraine: junior developer, developer and senior.

While technology and city influences the salary level, it’s nowhere as much as the seniority.

A general rule of thumb is:

  • 0-2 Years of experience: junior developer
  • 2-5 Years of experience: developer
  • 5+ Years of experience: senior developer

Again, everything is up for discussion, but this rule of thumb can be used.

Salaries of Ukraine Java developers

Java developers are in general known to be quite expensive. Reason being is it’s usually used in difficult backend systems and require a high level of skills. Because of that, the prices also become quite expensive for a good employee.

In the graph below, we can see the results. It’s worth noticing this is the most expensive technology of them all:

Lviv in West Ukraine is one of the cheaper regions. As we can see above they’re not cheap like in Dnipropetrovsk, but still not the most expensive.

So depending on seniority:

  • Junior software engineer: 570 USD a month on average
  • Software engineer: 1900 USD a month on average
  • Senior software engineer: 3200 USD a month on average

In the capital the salaries are in general a bit higher. They are the most expensive Ukraine city for Java developers, and especially a senior developer can become quite expensive with average salaries ranging around 3500 and sometimes above.

  • Junior software engineer: 880 USD a month on average
  • Software engineer: 2000 USD a month on average
  • Senior software engineer: 3500 USD a month on average

Salaries of Ukraine Java developers in Kharkiv

Kharkiv is a smaller city, quite similar to Lviv. The salaries are therefore a bit lower than Kiev:

  • Junior software engineer: 600 USD a month on average
  • Software engineer: 1750 USD a month on average
  • Senior software engineer: 3200 USD a month on average

Salaries in Odessa are quite similar to Kiev, averaging around the levels seen here:

  • Junior software engineer: 880 USD a month on average
  • Software engineer: 1800 USD a month on average
  • Senior software engineer: 3320 USD a month on average

Salaries of Ukraine Java developers in Dnipropetrovsk

The salaries in Dnipropetrovsk are usually the lowest in Ukraine (of the cities included in this survey), but here the prices for Java developers are quite similar to cities such as Lviv and Kharkiv. They have the most expensive seniors though.

  • Software engineer: 1461 USD a month on average
  • Senior software engineer: 2700 USD a month on average

Salaries of Ukraine JavaScript developers

JavaScript is an important technology, especially lately, but it’s often seen as less complicated than, for instance, Java. Therefore the prices are also a bit lower than for Java, but still quite significant because of the latest popularity in JavaScript.

There is a smaller sample rate here (and notice also how Odessa don’t have any data for juniors and seniors), simply because there are fewer JavaScript developers than for instance Java.

It’s worth mentioning that while for many technologies (.NET and Java) are very well paid, JavaScript is a bit below. However, there is a bigger margin between good and bad, as really good frontenders (often with experience in JavaScript MVC tools) are significantly more expensive.

Lviv is a fine city to find JavaScript developers in general, and their salaries averages around the level seen below.

  • Junior software engineer: 700 USD a month on average
  • Software engineer: 1600 USD a month on average
  • Senior software engineer: 3000 USD a month on average

JavaScript developers in Kiev are around the same level as in other cities. The salaries can be seen below:

  • Junior software engineer: 700 USD a month on average
  • Software engineer: 2000 USD a month on average
  • Senior software engineer: 3000 USD a month on average

Salaries of Ukraine JavaScript developers in Kharkiv

The level of JavaScript developers is a bit lower in Kharkiv than the other cities such as Lviv and Kiev, and can be seen here:

  • Senior software engineer: 2840 USD a month on average

Salaries of Ukraine JavaScript developers in Odessa

JavaScript developers can be very difficult to find, and a proof of that is the data from Odessa. There is simply not enough data from Odessa for both juniors and seniors. For the normal software developers it’s 1400 USD a month, which is a bit lower than rest. However, this data is a bit difficult and very personal, because the sample size is significantly smaller.

The prices here are a bit cheaper than Lviv and Kiev, but as written for the other cities, we have to be careful listening too much to these prices because of the small sample sizes.

Salaries of Ukraine C# / .NET developers

One of the easier technologies to find people for in Ukraine is .NET programmers (C#). I personally think the reason is a lot of companies which outsource to Ukraine (and same region) have company sizes that often use Microsoft .NET.

Because of that it attracts a lot of developers, because they know they can get good jobs.

.NET Developers are also known to be quite pricey. They are not the most expensive (I am looking at you, Java), but they’re in the higher end. The reason is it’s often dealing with big and complex solutions, that simply require a lot of knowledge and experience.

It’s important to notice how cheap the .NET juniors start in Lviv. You can get really good juniors quite cheap, but also notice how fast they grow in salary.

Kiev is quite similar to Lviv, but just a bit higher:

Kharkiv can be compared to Lviv for .NET programmers, as the ranges are quite similar:

Despite .NET being very popular in Ukraine, Odessa has a smaller sample size. As seen below, there is simply not enough data from the senior developers here:

Salaries of Ukraine PHP developers

PHP developers are funny, because unlike Java and C# / .NET where there is a certain range between good and bad, PHP has a very big distance between good and bad.

Some PHP developers are shockingly bad (also notice how low the juniors go), and some PHP developers are shockingly good.

The reason is a lot of programmers start out with PHP, and PHP isn’t a language that helps a lot with giving great code. So you remember there is a wider difference between good and bad with PHP than with some other technologies.

As mentioned above, the salaries are quite low – especially for juniors. Don’t get too attracted to it – you don’t want to pay 200 USD a month for a PHP developer. See it more as a warning sign that the quality can be really, really bad.

  • Senior software engineer: 2500 USD a month on average

Salaries of Ukraine PHP developers in Kiev

For some reason the salaries here are significantly higher than Lviv, also for juniors. I am unsure if this is because of small sample size or just because Kiev is more expensive – but these prices are more realistic for a decent PHP developer:

  • Software engineer: 1700 USD a month on average
  • Senior software engineer: 3000 USD a month on average

Kharkiv again is a bit like Lviv:

Salaries of Ukraine Python developers

While Python is getting extremely popular around the world (especially with the Django framework), there are quite few developers in Ukraine who do it. The data below shows that there are quite a lot of cities where we simply don’t have enough data to showcase results.

A very interesting takeaway is the lack of senior developers. I read this as a sign of there being very few Python developers that have a lot of experience; which seems to reflect my own experiences with Ukraine quite well.

Here are the prices for Lviv. Notice how there is no senior developer data, probably because there are few of them:

Kiev is the only city where there is enough data for all seniority levels, and the price range seems quite similar to other technologies, albeit a bit lower than Java and C# / .NET:

Very little data available, so the results are a bit like you could expect:

Quite similar to Kharkiv, but the only data shows it’s a bit more expensive. That is probably more because of a small sample size than actual prices:

Salaries of Ukraine Ruby on Rails developers

Ruby on Rails is an interesting technology for employees. Few employees are available, but those that are available are quite expensive. The reason is simple: the supply and demand makes it very difficult to find good Ruby on Rails developers, and therefore the price is high.

Does it mean we will see much more Ruby on Rails developers soon? I’d personally doubt it. It seems Ruby on Rails is getting a bit less popular, so I wouldn’t expect this to change a lot in the near future.

It’s interesting to see the senior software engineer salary. This is on par with Java and C# / .NET (and even a bit higher). I’d guess the sample size is quite small, and the amount of Ruby on Rails senior developers are limited, causing the high salary level.

The cost of a Ukrainian developer

We have now went through all technologies, and looked at how seniority and city had an influence.

It seems very clear that the biggest and most important attribute is seniority. It doesn’t matter so much where the developer is placed, as long as they have a couple of years of experience.

An average developer will also expect a huge bump in salary each year, much higher percentage-wise than we’re used to in the Western world.

City-wise the biggest influence is whether it is Kiev or not (capital or not capital). The capital is more expensive, and also quite significant. This only gets more expensive if you have to add up office fees.

Technology also plays a quite big role. The hardcore backend technologies (Java and C# / .NET) is more expensive than for instance PHP and JavaScript.
